After promising a referendum ever since Labour were elected in 1997, Gordon Brown has suddenly decided it might be a good idea to have one, now that there is a threat that his government may be defeated in the forthcoming general election. It is generally accepted that the present system is unfair, but MPs are afraid of any change that might affect their security of tenure in safe seats, so a compromise may have to be reached.
